I imagine his server *is* configured properly. I've had issues with bots
not being properly balanced. (Hell, in Fill mode in Deathmatch, if you
constantly switch teams while you're the only human player, you can glitch
the server into filling completely with bots unless you make your own
SourceMod plugin to counter it.)
