mp_default_team_winner_no_objective 0, 2, or 3 also does not produce the desired behavior. One team will die completely, but the round won't end.
(Also, just FYI, I already have it set to mp_ignore_round_win_conditions 0, so it shouldn't be ignoring the fact that the team is dead.)
