But I don't think there's any more cvars that could fix your problem.
Your best bet would probably be:
1. Find or make a plugin that checks after every kill or every 10 seconds for 
example if the other team is dead and trigger a round end if it is
2. Use the gungame plugin till there's an update to the elimination mod

mp_default_team_winner_no_objective 0, 2, or 3 also does not produce the 
desired behavior. One team will die completely, but the round won't end.

(Also, just FYI, I already have it set to mp_ignore_round_win_conditions 0, so 
it shouldn't be ignoring the fact that the team is dead.)

The basic premise is that a player will only respawn if the person who kills

Now I'm running into this problem: I killed the entire other team. That means I 
can't be killed. That means that the people I killed can't respawn. Is there 
another "hidden" cvar (meaning a cvar that isn't listed in the 
gamemode_armsrace config) that controls a round restarting if the entire other 
team is dead?
