Downloading the map from a separate location (such as CDN or FTP), even if originally sourced from Workshop (via another server or client), it still attempts to download and overwrite the copy that exists locally.
We love Workshop because it allows client synchronization of maps and maplists without download or version conflicts but this issue is crippling our ability to use the service. Either the map download takes ages or it doesn't happen at all or similiar that you get. Download speeds are also horrible slow. It's all quite random.
