Less than 1 variance in the server FPS is pretty normal operation for the server and I wouldn't be too worried about it.
The closer to 0 the var is, the more "stable" the server FPS is. The var itself is a measure of the fluctuation of the server FPS, so by nature, the more consistently the server can generate 128 frames, the lower (and more stable) the var will be. I'll perform a few more tests on the same hardware, but I'm thinking that between 0.1 and 1 var is pretty decent. The hardware I was running on prior would average 2-3 var and spike to 4 or even 5 sometimes, but that's the other issue with the slower CPUs not being able to keep up.
