Hate to suggest this, but if you're in a mood to test some random things, try 
installing a Windows server trial on the same hardware and check the values.

Just to see if you have the same issue, or if it's something OS related 
(process scheduling, etc).

That being said, I am using the exact same CPU with 8gb ram on a windows 2012 
install. When it's just me, the var is sitting pretty stable at 0.3-0.7. 
However, just watching a video from a few days ago, the server had 10 people on 
it. I notice in the video that it stays mostly stable at 0.7 or lower, but in 
periods of particularly high activity (lots of bullets, actions, etc), it 
spikes up to 1.3 ish. http://www.youtube.com/watch?v=1DvxElr6Qog 

Have a look for yourself and see if that looks similar to what you're 
experiencing on the full server? I mean yours if obviously choking when it's 
empty, hence my suggestion for trying Windows just to see!

I haven't tried a Linux server on this new CPU yet, but I will attempt to do so 
sometime in the next few days and see if I see similar stats.

- 1 server, only me, var 0.3-1.3
- 1 server, me + 9 bots, var 0.1-0.8
- 1 server, only me in there, SCHED_FIFO 99: var 0.3-0.6, periodically going

- 1 server, me + 9 bots, SCHED_FIFO 99: var 0.0-0.8
- 8 Servers, me + 79 bots: 0.6-0.9, peaking at 1.1 ->

I feel like something is really odd. There must be a way to keep the var at a 
stable low value. i mean ...the CPU isn't at max at all. So what is happening, 
that makes the var behave like that? Isn't it possible to get a rock solid 128 
fps or what?
