That does seem a little strange to be fluctuating back and forth so quickly.

It almost seems like there is another process taking your CPU cycles briefly 
every second or so.

You said this is a brand new install of CentOS 6 with no other services running 
on the machine? Baremetal install as well, yes? Not virtualized?

No other CSGO server as well, right?

That's a video with netgraph enabled, so u can check the sv/var values. They 
behave this way the whole time.

Is this really normal? Did i miss something? I remember when playing on ESEA 
they always had kinda rock solid low var ..but that was over a year ago.

Is there any kernel setting i need to change? Anything else?
