Try with Tickrate '102.4' or '96' if u want. But i bet u wont get a stable server with 20+ Slots.

Also u should reduce the maxrates. On an 'idle-server' i tested it and it reduced the cpu usage a bit, but just a decrease to 64 will gave u a nearly stable server with 20+ slots. i bet that 2 years ago a tickrate of 128 was able with ur cpu (2,1 ghz), but since 'Armsdeal-Update' last year the cpu usage increase with every update a bit. except an update in september 13 which decreased the cpu usage a bit.
