He was told that he was VAC banned in CSGO. He was disconnected while we
played the match, and the next day he couldn’t connect to VAC secure
servers.

A friend of mine had the same problem last week. The exact message was the
following: 

"An issue with your computer is blocking the VAC system. You cannot play on
secure servers."

 

The culprit was some dodgy antivirus or anti-spyware software he had
installed on his computer.

I told him to clean up the software and the problem disappeared. In other
cases DEP can also be the problem.

Being disconnected for having a problem with "VAC authentication" is not a
VAC ban.

If you get disconnected from a match (multiple times) because of this, you
might receive a competitive cooldown,

however, this cooldown is not VAC related.

I got something like this a couple of weeks ago. It took me days to figure
out what was wrong, which was, of course, DEP was not turned on. Do a quick
Google to find out why its not letting you turn it on. When I got to the DEP
part, I was able to enable it just fine.

virusses a long time ago, and that it had to be turned off. Don't get me 
wrong, he's not one of those bad guys, infecting computers and shit. 

Reading a bit more into the case, I saw that Valve recently published an 
update that needed DEP to be turned on, without really stating it anywhere. 
Have any of you guys ben affected by this? I saw some guys on Reddit saying 
that they didn't get a permanent ban, but he wasn't told whether or not the 
ban was permanent.
