First thing you need to do is validate the server content asap. That
alone might fix the issue you are having.

I also discovered I misspoke in the op. Both identical servers are
having the issue - it seems to only occur when the player count is
high enough, and one of the servers happened to be full at the time
whereas the other only had about 4 people in it. Later that evening I
noticed the second server was kicking people as well.
