yeah pretty much 24/7. BUT when only 1-2 players on it does not happen or
atleast not as much.

Is there any amount of time you notice before this starts? Does it
    continue until a server reboot?

We have more than enough bandwith and a little
choke on 24-32 player 128 tick DM is "normal" and would not
        cause this problem.
We have mapchange every 15 min and servers rebooted once
          every 24hrs.

I have the same problem on all my DM servers even with 24
players but not on my arena servers with 32 players on the
          same machine.
Plugins is the same except for the DM plugin but I tried 3
different DM plugins and its the same with all and other
servers with DM do not have the problem.
