It doesn't though. Overwatch bans are manually done. The only time an Overwatch ban will also have a VAC ban is when you were actually cheating.
Case in point, I have one account that is a few months old that I smurfed on because I am a jerk (I am GE). It was Overwatch banned a few months ago after 6 games or so, and it is still not vac banned, since I never cheated on it. Would be nice to be able to join my own server, with a false and messed-up Overwatch ban.
