Yepp, it's really stupid and I don't know why it's like that. Valve is putting their human-generated system on the same "tier" as their automated VAC system.
My smurf got Overwatch banned over a month ago, still no VAC ban (since I didn't cheat), but the only way I can join my server is by making it insecure (which disables item drops, and that sucks). Sure, most Overwatch bans are not incorrect, but I should not be forced to use the Overwatch system on MY SERVER if I don't want to. Valve need to change sv_kick_players_with_cooldown so 0 will allow Overwatched people without needing to disable VAC. They have it like this right now because they think stupid server owners will set it to 0 on their competitive servers then cry about cheaters, or something? Valve gives the -insecure to disable VAC; why can we not have an *independent choice* to disable just Overwatch?
