No it doesn't. It only does give it if the user was already flagged as
cheating by VAC and overwatch got to him first.
But it's really stupid to let people with cooldowns into your servers.
All kinds of idiotic griefers out there.

Hi,
I set sv_kick_players_with_cooldown 0 on my server, yet people with an
Overwatch cooldown can still not join.
Please fix this bug, and email me offlist if you want the SteamID of
the client getting the error. He just gets "Client dropped by server"
when connecting.
It's awful that the faulty Overwatch system is disallowing people who
aren't VAC banned into my server. I don't care if your "pros" who have
Overwatch think, if they aren't VAC banned I don't want them blocked.
