Even if some people are telling the truth, some might as well try their
luck, remove the plugins and try to lie their way out of it.
Personally I wouldn't mind having these servers banned either way,
whether or not they removed these plugins now. Can hardly tell me no one
ever thought of this being, well, somewhat questionable (Guys, this was
obviously a bad thing to do). TF2 was a good example for that, and
hello, you were giving access to goods people would otherwise have to
pay for, money that would go to valve, and actually to some degree back
to the community - the ones who created the skins etc..
Few quotes from the steam eula:

by you for your personal non-commercial gameplay exclusively within the
Software. Except as otherwise prohibited by applicable law, VC and VG
obtained by you are licensed to you, and you hereby acknowledge that no

Apparently what most server ops thought: "They these items cost stuff,
they have value! I can use a plugin to give this stuff to everyone, but
only as long as they are on my server! That's even better! I could even
make my own money by selling the rights to use this on my server! And I
created none of these items! How great! Absolutely not against the EULA
and won't screw over Valve or the content creators!"

Well clearly Valve don't have a system checking it either, they just
banned servers with "knife" in the tags.....
So atm you might just want to remove tags like that.

We're of course taking action to inform our clients about this and
have been actively removing these plugins from servers running with
us, but I think you don't fully appreciate how much work this is when
you're talking thousands of servers and users can upload plugins freely.

Well now maybe the server hosters needs to take some action to make
sure their clients are following Valves rules..
I mean, isn't it partially their responsibility to make sure their
clients not breaking rules?
But its a bit difficult for them to check hundreds of servers if they
running plugins that break the rules.
But informing clients via mail is very much possible.
