Aren't servers bound to steam accounts for updated favorites etc.?
Why not make that mandatory and ban/flag the entire steam account
instead? Plus set some limits as to who can host servers (min account
age, steam level of 10, full account status).

I am not a gamehost but this is common sense. They should also start
persistent steam ids on csgo servers now if they want to enforce this.
