It's a good idea tho, the needed cvars are only hidden and can be used with sourcemod. Maybe this is also a solution for having otherwise valve-exclusive features on community servers, like Exp.? Introduce a check for having no plugins loaded, then allow exp. drop etc... Just an idea.
Anyway, I'm against the idea of introducing any requirements to host a server. It would only cause trouble, and in the end would do nothing for either us or valve.
