As a reminder, You can update the server using anonymous login fine. The server update is handled by steamcmd program and anonymous login works fine for updating the server files.
However, for the operation of the server (so running it), you need to have the token available for that. This is in no way related to the workshop access as well. The tokens are only used to run the server. Not update, nor access the workshop. So you can update the server as nonymous. You still need the auth key to access the workshop. In addition, you now also need the token for people to have the ability to join your server.
