If you do 'find replay' in console it is supposed to print all of the
commands related to killer replay. However it prints some older GOTV ones
that have existed for a while. That said the footnote for spec_replay_enable
1 says  "Enable deathcam/spectator replay mode." and then under it there
are listed a number of other spec_replay commands that are clearly
associated with killer replay.

Plus there are no "spec_" related commands on the GOTV cvar list.

So I can't confirm it but more than likely spec_replay_enable 1 does enable
killer replay.

**There are a few spec_ related variables on the offical cvar list however
they are all related to client commands to remember spectating moves after
death.*
