Yes it does happen if a player connects for the first time. When the player tries to connect, he can't connect and gets the following error :
Connecting to public(172.16.2.10:27015) ... Server using 'public' lobbies, requiring pw no, lobby id ffffffffffffffff Server only accepting connections from game lobby 172.16.10.181:27005 177959012. Then if the player tries to connect again, the changelevel will occur.
