I'm not so sure about that. I work with Web Design students taking an
adult ed class, and we check our pages by file upload before ever
putting them "live" on a server. Tuesday a student was totally perplexed
by an error page from the W3C validator that was full of Asian
characters. The reason? The content-type meta tag declared an encoding
of UTF-16. Once this was corrected, the page validated fine.
