Open the page in a monitor wider than 1024. Drag to 1024 [that gives you landscape tablet]. Drag to 768 [that gives you portrait tablets ]. Drag to 600 and add 480 media queries and you've got Android and iPhone mobile before the client screams for it .Try to avoid any situation requiring both h and v scrolling. Set the fonts so they are readable by children of all ages. Above all else, keep it simple....
