IMHO, from a UI standpoint, having a hover on anything implies that a user can click it or something will happen to add to the experience, like your dropdown or a pop-up of additional information for example. Just hovering for a color change seems confusing and unnecessary. Besides, on a mobile device, providing you don't block it from working, the phone number will become a clickable link to dial the number. :)
