Would a company just choose the J2ee route for the sake of it , even though a simple stand alone desktop application that will end up being installed on a single would address their problem?

I've heard of worse!  In a lot of cases the decision is made at the level of the developer who perhaps wants to give J2EE a bash, even though it's not suited to the task at hand.
