When the Jarrell tornado blew through, the high winds up and down the
interstate caused so much panic and fear that the cell towers were either
damaged or everyone was using the cell phone and people could not get
through. I remember trying to check on Reyhan in Georgetown and Randy coming
up the interstate, standing on 620 with no lights on throughout RR, and I
could not get through at all-2 hours later people were still getting a busy
signal. So, depending on the severity of the emergency, cell access could be
a problem, too. It took me an hour to get home (every roadway was a mess due
to damage, inoperative traffic control signals, and high water), and I
could never reach anyone.

Recently on PUBLIB, several comments have been made about emergency phone
service. Since many people now have cell phones, this isn't a big issue. But
in case no one does on your staff, here's another idea. (Just in time for
all these rainstorms!).

>>>Do any of you have a policy that you close the library when you do
not have telephone service?

You didn't make it clear whether the phone service was out due to a
power outage.

Power outages knock down our fancy multi-line phone systems. Phone
service is still available though. We all should have a single line
plain old telephone tucked away for these occasions. Plug it into a
phone jack that is a direct line bypass of your phone system, such as a
fax line and it will work fine with no power. This or something like it
should be part of your emergency plan.
