Recently on PUBLIB, several comments have been made about emergency phone
service. Since many people now have cell phones, this isn't a big issue. But
in case no one does on your staff, here's another idea. (Just in time for
all these rainstorms!).

You didn't make it clear whether the phone service was out due to a
power outage. 

Power outages knock down our fancy multi-line phone systems.  Phone
service is still available though.  We all should have a single line
plain old telephone tucked away for these occasions.  Plug it into a
phone jack that is a direct line bypass of your phone system, such as a
fax line and it will work fine with no power.  This or something like it
should be part of your emergency plan.
