When we began encountering this problem several years ago, our city attorney
suggested that we create a "Nuisance Policy."  The policy is a single
sentence followed by a list of nuisance behaviors, so you could probably
enfold it into a broader policy on acceptable behavior.  I don't have a copy
of our Nuisance Policy handy, but it's something like "The following
behaviors constitute a nuisance and will cause the removal of any persons in
the library who engage or exhibit these behaviors:  1) offensive body odor
that can be smelled from a distance of 4 or more feet, 2)loud or obscene
language....and a couple of other things that I can't remember at the
moment.

We have to remove people on about 8 or 9 occasions for strong, offensive
body odor.  When we do this, we take a copy of the policy with us to give to
the patron.  Then we simply say that we have noted they have a strong body
odor (or that we've had complaints of it, when that is the case) and that
they must leave immediately.  We also go on to say that they are welcome
back in the library once they have corrected the problem.

I have a problem that I would like to run information on.  Two of the
patrons who frequent the Library have very poor hygiene.  You can smell them
from two feet away and they leave an odor trail where ever they walk.  They
like to sit together and use the computers, which need to be washed when
they leave.  Is this something that should be addressed in an acceptable
behavior policy?  Can someone be denied access to the building for offensive
body odor?
