The state library has recently posted information on the web that might help libraries with the basic questions in light of the Supreme Court's ruling to uphold the filtering requirements for public libraries under the Children's Internet Protection Act. That information can be found at http://www.tsl.state.tx.us/ld/consulting/tech/cipa.html We are still waiting on additional information and guidance from the American Library Association, the Institute of Museum and Library Services, and the Universal Service Administrative Company. As you can see by the email below, the USAC expects to distribute information soon. We are expecting information in the next couple of days from the Federal Communications Commission describing how it will respond to the decision and how it will affect library E-Rate participants. The decision was complicated and has implications for the technical characteristics of filters and the way they would be managed to mitigate their effects on users. ALA and its E-Rate Task Force (ERTF) are studying the decision and consulting with our legal experts, and we will be issuing additional detailed information over the next several days. Libraries participating in the program are encouraged to wait for this clarification before taking steps that might affect their receipt of discounts.
