Several librarians have asked me recently if the Supreme Court ruling on CIPA requires them to filter. A library is required to filter ONLY if it receives an E-Rate discount on it's "Internet Access" or "Internal Connections." There are three categories of E-Rate discounts: Telecommunications, Internet Access, and Internal Connections. Telecommunications services are EXEMPT from filtering. (Examples of Telecommunications services include basic phone service, T-1, ISDN, Cable Modem, and DSL.) Check your library's E-Rate Funding Commitment Decision Letter.
