I would be interested in the responses you get to this question.  It certainly is a struggle to come up with a good policy on this issue. 
 
Our latest version of dealing with this problem, is to say you must have an "official" form of address verification, which most folks in this situation can't produce.  So short of that we allow them to provide a recently postmarked envelope mailed to their homeless shelter.  Then with that they can get a limited card.  -- This card limits them to 2 items at a time until they bring in some more official form of address verification.  When they bring this in, they get a regular card.
 
By "official" we are talking about TDL with that address, utility bills, lease agreements, etc.
 
        Let me know what you learn about this.  We would certainly welcome better solutions!

Hello all,

In your circulation policies and practices, do any member libraries permit residents of transient facilities, including but not necessarily limited to homeless shelters, to check out library materials?  If so, is your policy the same as for other patrons, or have you modified it in any way?
