We have not provided public notary although we have considered it but we have provided fax service for a long time and it definitely pays to do it. While I was there, a participant (can't remember who) mentioned that their library provides both notary services and helps new immigrants fill out applications for obtaining legal status. The interesting thing is that they CHARGE for both of these services and bring in enough money to substantially increase their collection development budget!
