Slovak Security Boss Details Subversion Plan

BRATISLAVA, Feb 18 (Reuters) - The new head of Slovakia's state security
service (SIS) has disclosed massive abuses of power by the agency under former
Premier Vladimir Meciar, the daily newspaper SME reported on Thursday

The abuses included plans to encourage neo-fascist movements in the
neighbouring Czech Republic, the paper said in a report on details of a speech
delivered by SIS boss Vladimir Mitro to a closed session of parliament last
week.

The official version of the speech has not yet been released and no one at the
SIS would comment on Thursday.

Meciar's government, which was defeated at an election last September, was
widely criticised at home and abroad for backsliding on post-communist
democratic reforms.

According to SME, Mitro accused the SIS under Meciar of attempting to blacken
neighbouring Hungary's name in the region and to sow distrust between Austria
and Germany.

In the reported speech, he detailed the names of individuals and organisations
monitored by the SIS at home, including church officials, a former defence
minister, the head of the army, Meciar's coalition partners and opposition
parties, and President Michal Kovac, who was Meciar's highest ranking
political opponent.

Mitro also alleged, according to the paper, that the SIS carried out the
kidnapping of Kovac's son in 1995 and planned a campaign to persuade citizens
that Slovakia should fall back under the Russian sphere of influence.

But his most sensational allegations centred on bids to incite racial hatred
against the Czech Republic's gypsy minority.

"Within operation Dezo, active measures were supposed to be implemented to
launch a neo-fascist campaign, racist feelings and an exacerbation of the
gypsy question among citizens of the Czech Republic in order to prevent this
country's accession into euroatlantic integration structures," he was quoted
as saying.

The Czech security services (BIS) said on Thursday they could not comment on
the accusations but said official contacts between the BIS and SIS were all
but non-existent during that period. "That was because of the activities of
the SIS and the climate within which it was operating," a BIS statement said
without elaborating.

On other points raised in the speech, It was not clear what the SIS hoped to
achieve in souring relations between Germany and Austria.

But already strained relations between Hungary and the Czech Republic did
worsen in the latter part of Meciar's rule as Slovakia was dropped from the
first wave of Nato and European Union accession hopefuls because of concerns
the government was becoming increasingly athoritarian and undemocratic.

The new reform-minded Slovak government has pledged to seek closer ties with
the West, improve relations with its neighbours and re-democratise Slovak
society.

Charges are also being prepared against SIS officials for abuse of power and
police have asked parliament to remove immunity from Ivan Lexa, the former
head of the SIS, who is a member of parliament for Meciar's party, the
Movement for a Democratic Slovakia.
