Israeli rabbi and the Golan Heights
Regional, Politics, 3/12/99

Jewish rabbi Ariel Daree has said, "Since we had returned Sinai to Egypt,
why has the Golan not been returned to the Syrians for the sake of peace?"

In an interview with the French magazine Le Novelle Observator Daree added,
"I think that following the Israeli elections a national unity government
will be formed and that government will be obliged to proceed in the Middle
East peace process, and therefore a great deal of the efforts will be
dedicated towards Syria because there should be a solution for the problem
in Lebanon, where there is no military solution. We know that there is only
a political solution there that should be directly discussed with the
Syrians."

Replying to a question on Syria asking first for the Golan, Daree added,
"Yes, if we choose to leave the Golan this will create a security problem.
However, this matter cannot be surpassed."

When Daree was asked why Netanyahu and Barak did not go further to such
proposals, Daree said that after the elections Netanyahu and Barak will
speak in a different way and that, "I am confident that the Golan should be
restored back to the Syrian against achieving peace. This matter will be
more difficult in the West Bank where there will be a Palestinian state."

Daree continued that the Palestinians have to know that Israel will never
go back to the border of 1967 and that Jerusalem will never be divided, but
a "clever solution" can be found for Jerusalem, noting that this matter
takes time.

The French magazine said that Daree (40) is described in Israel is "maker
of kings" and that he is at the meantime the advisor of the greater Rabbi
Obadia Yousef.

Daree also chairs the Israeli Shas religious party which within less ten
years became the third political power in Israel.

The new heirs in the Arab states
Regional, Politics, 3/12/99

The London-based Middle East daily addressed in an article titled "Can the
ruling son be a copy of the father" the question of the new heirs in the
Arab states.

The paper said it is mere coincidence that three young rulers in the
region, Jordan's King Abdullah Bin al-Hussein, the ruler of Bahrain Sheikh
Hamad Bin Issa and Lebanese President Emile Lahoud, had graduated from
military academies in Britain and they spent most of their practical years
in the army.

The paper added: "We do not know what sort of lessons the said gentlemen
learned in defense or in fighting areas. What we know is that that every
school in Britain teaches before any other thing the supremacy of the law,"
noting that the Lebanese president said in his constitutional oath speech
that he is "under the law rather than being above it."

The paper added that Dr. Bashar al-Assad spent four years at the faculty of
medicine in Britain and not in the military academy, noting that Bashar
also behaves in his political domain on the grounds of the supremacy of the
law and order, first.

The paper added that just one line links those gentlemen, whose ages,
experiences and posts are almost identical in "announcing war against
corruption, before any other thing."

EU stresses the Arab identity of Jerusalem
Regional, Politics, 3/12/99

The European Union has rejected claims raised by Israel that Jerusalem is
the capital of Israel and falls under the Israeli supremacy.

Israel Radio said on Thursday that the German ambassador in Tel Aviv,
Theodor Wallau, conveyed an official message in the name of the EU to the
Israeli Foreign Ministry saying that "Jerusalem is not the capital of
Israel and does not fall under Israeli sovereignty. It is within
territories occupied by Israel in 1967."

The EU message also stressed the right of all EU ambassadors to meet with
the representatives of the Palestinian authority in any place including the
occupied city of Jerusalem.

The message of the EU, however, came in reply to the request made by the
secretary of the Israeli Foreign Ministry Eytan Bentsur to foreign
ambassadors especially to those of the EU not to meet the PA
representatives in the Palestinian "Beit al-Sharq" in Israel.

In his request, Bentsur claimed that such meetings in Jerusalem are
considered an intervention in the Israeli elections and in contradiction
with Oslo and Wye plantation agreements signed with the Palestinians.

However, the German ambassador in his capacity as the current holder of the
EU presidency said that the EU views Jerusalem as a "separate entity" based
on UN resolutions. He said that there were no plans to comply with the
Israeli requests not to meet with the Palestinians in Jerusalem.

Wallau stood by his comments and maintained they were part of the EU
policy.

And, just so we know the Ocalan capture went a ways to solving the
Kurdish-Turkish problem:

New Kurdish group claims responsibility for two explosions in Istanbul
Regional, Politics, 3/12/99

A group which was not known before calling itself the "National Kurdish
Revenge Group" announced on Thursday responsibility for two explosions that
took place in Istanbul on Wednesday.

An unidentified speaker who phoned the Turkish daily Hurriyet said he spoke
on behalf of the group and that it is responsible for the two explosions
took place in Istanbul. The speaker accused the Kurdistani Workers Party
(PKK), whose leader Abdullah Ocalan was arrested in February, of taking a
"negative stance."

The speaker added that, "From now on no one Turkish will sleep in peace."

This can be considered the first split to take place inside the Kurdistani
Workers Party, a split already expected by analysists following the arrest
of Ocalan.
