"Losing" might provide the cover of darkness for the Baghdad museum looters to loot the oil. At the end of the war phase half a dozen journalists were assassinated. In the fall of 2003 the guerrilla phase is chasing international organizations out, so that witnesses for what comes next will be few. So "losing" is providing cover by chasing witnesses out. The current fighting is not in the oil-rich part of Iraq, are we sure no oil is being stolen while the media looks only at the north and Basra? Saddam used to ship a lot of oil by truck to Jordan and re-ship it from there. Couldn't pirates do the same? Jordan handles internment and interrogation, maybe they're being paid with oil.

"Losing" in Afghanistan is equivalent to failing to stop heroin smuggling by controlling the Pashtun smuggling zone. If getting the poppies growing was a goal, controlling the Pashtun smuggling zone and Pakistan tribal zone along the Afghan border was never a goal, so "losing" is "winning" with respect to the heroin flow.
