I am afraid this is an old fallacy with no basis in economics. Certainly,
human desires and needs are infinite so there is no such thing as a
fully developed Capitalist system. There is always the frontier of
satisfying human desires and needs more efficiently and
thoroughly....
HOWEVER--in "political capitalism" or "State Capitalism" the ruling
political elite in covert control of the State and the commanding
heights of the economy via the Federal Reserve and Regulatory
Agencies may decide that _destruction_ would provide them more
opportunities for profit and relief from competititive political and
economic forces than trying to use their control of capital to
develop new and more efficient economic activities. Further,
they may decide that anything new they might do would undermine
their existing hegemonic investments and, therefore, destruction
would be a surer bet!
For instance, instigating a war in which the peasants would be
taxed to death would role gigantic profits into favored defense
industries. The State Capitalist Financial Politicians could pull
their money out of their "normal investments" prior to the concocted
war crisis and put their capital into their defense companies.
