Well, not exactly from the "Get Go". There were a few years before the
Constitution was ratified when the US was under the Articles of
Confederation. This was a purposely weak confederation. There were over
a dozen "presidents" during this time. Their main function was
moderating congressional debates, etc. However, there were some
problems, especially with money. It may have been a purposeful
conspiracy to keep the system from working or there may have been some
real problems. At any rate that was the real driving force for
federation (originally the Constitutional Convention wasn't - they were
only supposed to change a few things in the Articles). Afterwards things
did get a lot better financially.
