Bill would require adoption talk in clinics

WASHINGTON (AP)--Opening a new front in the abortion wars, Republicans want
family planning clinics to talk adoption when pregnant women look for help.

Legislation being introduced today would require federally funded clinics to
counsel women on adoption.

"We don't intend for it to force a woman to make one decision or another,"
said sponsoring Rep. Jim DeMint, R-S.C. "But when women know all the
information, they'll choose a different alternative."

DeMint is co-sponsoring the bill with Rep. Tom Bliley, R-Va., chairman of the
Commerce Committee and an adoptive father of two. Bliley has promised to move
the bill through his committee quickly, DeMint said.

A spokeswoman for Planned Parenthood, which receives much of this funding,
said counselors already talk about adoption.

"The anti-abortion forces would have everyone think that we force abortion,
that you walk in for a Pap smear and they said, 'Why not have an abortion
instead?"' said Sandra Jordan of Planned Parenthood.

"If you call most of the clinics in the country, they already talk calmly and
rationally about the options," she said.

But DeMint said he thinks family planning clinics have a financial stake in
encouraging abortions while they get nothing out of adoptions. He cited a
study that found many women are never told about adoption.

Still, he said he hopes the bill will not be divisive.

"I hope this bill will bring a lot of these people together around an idea
that gives women a good choice without forcing them or taking any of their
rights away," he said.

The legislation would also create a new $7 million grant program. National
adoption organizations could apply for the money to train the staff of health
centers on adoption counseling.

Even if the legislation passed, though, the program would still have to
compete with other domestic programs for money.
