Actually, that phrase is NOT in the U.S. Constitution - it's in the
Declaration of Independence, which is not a legally-binding document
under U.S. law. It's a nice piece of propaganda, but it ain't law.
Re-read Article VI, USC, eh?

A conspiracy exists, a conspiracy to centralize power and control in
the hands of theocrats, of American Ayatollahs; a wily conspiracy that
employs many tools, many strategies, one of which is to propound the
notion that a FETUS is a PERSON, with the same rights [but none of the
responsibilities] of a person who is not contained within and totally
dependent upon its mother's body. Thus a FETUS is to be a priveleged
entity, superior to its bearer, accountable to none; and women are to
be second-class citizens, their activities subordinate to whatever a
gov't agency may deem to be the 'welfare' of the FETUS.
Now, when you see somebody walking around, or sitting or lying down,
or otherwise "out in the world", it's rather obvious that they're a
"person", a more-or-less autonomous human being.
With a fetus, it's not so evident - a fetus is hidden within its
mother's body, and it may not be externally evident until the moment
of birth that a fetus even exists. If a FETUS is a PERSON, then its
existence must be made obvious. So, all female humans of possible
child-bearing years [above age 8] must wear an implant in their womb,
linked to an external light that will signal if a fetus exists.
If a female is pregnant/lit, then she must not engage in any activity
that could endanger the FETUS - no alcohol, tobacco, or other self-
medicating drugs; no adventurous activities [hanggliding/skydiving,
rockclimbing, whitewater rafting, surfing, rollerblading, bicycling] -
in fact, it's best if such females are sequestered, under constant
supervision, allowed only a prescribed course of diet & exercise &
gov't-approved entertainment.
If a female is pregnant/lit, and she's out in the world, then she has
a new set of obligations and priveleges, because everywhere she goes,
she's TWO people, not ONE. Double-up on census counts [which affect
congressional apportionment, federal disbursements, etc], on elevator/
room maximum person counts, maybe on tickets/admissions [if greedy
merchants have their way]. Double-up on head taxes, welfare payments,
on ANY aspect of US life where per-person counts are significant.
If a FETUS is a PERSON, them MASSIVE gov't intrusion will be necessary,
new rules/regulations and their enforcement will be necessary - and who
will pay the taxes to support the huge expansion of gov't?
