I seriously doubt it. I can not be 100% sure if there was such an
incident but I can assure you it's not a policy.

There are many stories (true ones), that during accidents (car
accidents , fire etc.) the setlers are helping their "daily enemies" in the
Palestinian areas with medical and rescue help. As much as I disagree
with the Jewish settling of the West bank, big part of these people are
not racists and wouldn't deny humanitarian aid. Of course some of
them (the extremists) can not separate the politics from human
behaviour (on both sides).
