I think it's simple. After all the warnings that have passed through this
list, an immediate ban should be placed upon someone who uses offensive
attacks against anyone else. (In the future, with new members, they should
get one warning and if they continue, ban them.) If they come back with a
different email address, ban them again. Soon, they'll get the idea. And
everyone else will be happier as well. It's easier to ban someone than it
is to spend the time and energy trying to keep them moderated - it just
doesn't work.
