- THE HISTORY OF UFOS DEPARTMENT -
Did Mussolini Form A UFO Group? By Sally Suddock
A recently launched public affairs television program in Italy has
reported that before World War II, Benito Mussolini appointed a top-secret
UFO study group.
In a broadcast aired in late April, the TV station RAI DUE interviewed two
Italian ufologists who said that the Fascist leader in 1933 formed what
may have been the "first worldwide secret organization for exploration of
the UFO phenomena." Active until 1940, said the report, the government
organization compiled "many documents and pictures" that were kept secret.
During the broadcast, the ufologists exhibited two 1933 teletype messages
in which Mussolini ordered censorship of any information relating to
"possible appearance of crafts of unknown origin or unknown
phenomena-especially he notes that he forbids the spreading of information
about some kind of UFO landing near Milano," says Dario Bernobic, who
taped the television program during its broadcast and distributed the
(translated) transcript through the Analytical Group for Extra-Terrestrial
Information on Wednesday.
Mussolini in 1941 gave a speech in which he warned the U.S. that it should
be more concerned about an attack from extraterrestrial civilizations than
the mounting tensions that were occurring during that pre-World War II
period.
The television report added that the Italian leader's comments were not
taken seriously at the time. Commentators on the program said they believe
that the government of Italy is currently studying UFOs, but does not
report its findings to the public.

- BUILDING A BETTER PLANT THROUGH SCIENCE DEPARTMENT -
GM Seed Pollen Taints Thousands Of Acres Of UK Crops
Thousands of acres of crops tainted by Genetically Modified (GM) pollen
have been growing in Britain for more than a year and may have been used
in food production, the government admitted recently in a move that is
highly embarrassing for its scientific advisers, who had previously
claimed there was little risk of cross-pollination with conventional
crops.
Hundreds of farmers have unwittingly planted the contaminated seed over
two spring seasons without the safeguards used for GM field trials, but
ministers, whose officials had known about the problem for a month,
insisted there was no risk to health or the environment.
The seeds came from the Canadian prairies, from plants that were growing
more than 800 metres away from the nearest GM varieties but still picked
up traces of modified material.
The tainted seed is thought to have been used on 9,000 hectares last
year, nearly 2% of the rape crop. This year it has probably been used on
4,700 hectares, involving between 500 and 600 farmers.
It also emerged that there had been no random testing of imports of
conventional seed for rogue GM material, despite the rapid spread of GM
crops through the United States, Canada and Brazil. In the UK no GM seeds
are to be sold to farmers until after three years of farm trials to test
their impact on the environment and wildlife.
The latest embarrassment came a day after it emerged that some British
honey might have been contaminated by pollen from GM trials.
The seeds discovery was made during testing of imported seeds by the
German state of Baden-Wurttemberg. The international company responsible,
Advanta Seeds, was informed by one of its customers in the state. Its
British arm was told on April 3, and took steps to stop further sales
while it began its own testing; this revealed a GM presence of up to 1%
in seeds grown in 1998 and sold over the past two years.
The 1999 seed crop had not been contaminated because the company had by
then moved its seed growing from Alberta, Canada, to Ontario in eastern
Canada, Montana in the US, and New Zealand.
Oilseed rape is used in foods such as margarine and in industrial
processes, but the GM material that has been available from abroad was
passed as safe by government advisers several years ago.
The seed is also thought to have been used on 600 hectares in France, 500
in Sweden and 400 in Germany, highlighting a lack of international
regulation of seed purity.

- MORE CHUPACABRA DEPARTMENT -
Mysterious Animal Caused Massive Poultry Deaths
The attacks occurred in two different locations, and in both, witnesses
claim having seen a beast with similar characteristics. The attack on two
henhouses in the Lebu Commune by an unknown being bolsters the existence
of the mythic "Chupacabras" in the area, now specifically in the province
of Arauco, Chile.
In the early morning hours yesterday, in the Lebu Alto sector, two
families claimed having been victims of a strange event which caused the
deaths of 24 hens. The events, confirmed by the Lebu Carabineros (state
troopers), took place at 04:00 hrs on Saturday morning when an
unidentified resident (this is due to the fact that background information
has not yet been given to the courts) heard a noise in her henhouse.
Getting out of bed and going outside, she found her dogs were calm--even
fearful--despite the fact that something was going on in the henhouse. As
she approached the site, she told the police, she managed to see a rounded
figure which leaped away from the chicken coop and went around the back of
a nearby hill.
Upon entering, the anonymous witness confirmed that 17 of her 19 hens were
dead with visible signs of tearing. Shortly afterward, the chicken coop at
a neighbor's house was also attacked, and another resident (also
anonymous) retold a similar account.
At 08:00 hrs (approx.) the Carabineros were notified of the events.
Police elements reported to the scene and verified the animal deaths.
Their carcasses were collected and sent to Concepcion for further analysis.
The authorities indicated that the affected families refrained from
presenting a claim for the event. However, given the public alarm that has
been raised by these situations, the events shall be notified to the
courts. It is worth recalling that the Third Crimila Court of Concepcion
is investigating the strange deaths of seven sheep in Hualqui's Quilacoya
Sector.

- WHO REALLY KNOWS AT THIS POINT DEPARTMENT -
New Evidence Hits Lockerbie Case - Submitted by PARA
The prosecution case against the two Libyans accused of the Lockerbie
bombing has suffered a serious setback with the emergence of fresh
evidence that could undermine the Crown case. A report by an explosives
expert is believed to conclude that the 1lb Semtex bomb that exploded on
board PanAm Flight 103 was attached to the inside of the cargo hold and
not in a radio-cassette recorder in the luggage hold, as the prosecution
alleges.
The findings will make it difficult for the prosecution to establish a
link between the two Libyan defendants and the explosion which killed 270
people. The report, presented to the prosecution just days before the
trial began, casts doubt on when and where the bomb was placed on the New
York-bound Boeing 747.
The Crown case states that the two Libyans placed the bomb on a plane at
Luqa airport in Malta, acting as security staff for Libyan Arab Airlines.
The prosecution claims that the bomb travelled from Malta to Frankfurt
where it was transferred to Heathrow on a feeder flight, and then placed
on Pan Am 103. All luggage from Frankfurt to New York was placed together
in an aluminum container. But the report is understood to suggest that
such a tiny bomb would not have destroyed an entire aircraft if it had
been in the container and it must have been closer to the aircraft's
outside. If the device was not in the container and cannot be traced back
to Malta, the Crown has no substantial evidence to link the two Libyans
with the Lockerbie bomb.
The report was commissioned by one of the Crown's own "star witnesses",
Edwin Bollier, whose Swiss electronics company, Mebo, is alleged to have
made the timer which detonated the bomb. The Crown must now decide whether
to call M. Bollier to give evidence. It was hoped that he would establish
the important link between the accused, Abdel Baset Ali al-Megrahi, 48,
and Lamin Khalifa Fhimah, 44, and the bomb's timing device.
Sources close to the trial suggest that the prosecution's request for a
12-day adjournment, granted last week, was timed to allow lawyers to
consider the report and not, as claimed, to allow them to interview
defense witnesses.

- IT SEEMED LIKE SUCH A GOOD IDEA AT THE TIME DEPARTMENT -
USAF Considered Nuking The Moon
The US Air Force developed a top-secret plan to detonate a nuclear bomb on
the moon as a display of military might at the height of the Cold War. In
an exclusive interview with The Observer, Dr Leonard Reiffel, 73, the
physicist who fronted the project in the late Fifties at the US
military-backed Armour Research Foundation, revealed America's
extraordinary lunar plan.
"It was clear the main aim of the proposed detonation was a PR exercise
and a show of one-upmanship. The Air Force wanted a mushroom cloud so
large it would be visible on Earth," he said. "The US was lagging behind
in the space race."
The explosion would obviously be best on the dark side of the moon and the
theory was that if the bomb exploded on the edge of the moon, the mushroom
cloud would be illuminated by the sun. The bomb would have been at least
as large as the one used on Hiroshima at the end of World War II.
"I made it clear at the time there would be a huge cost to science of
destroying a pristine lunar environment, but the US Air Force were mainly
concerned about how the nuclear explosion would play on earth," said
Reiffel.
Although he believes the blast would have had little environmental impact
on Earth, its crater may have ruined the face of the "man in the moon."
Reiffel would not reveal how the explosion would have taken place. But he
confirmed it was "certainly technically feasible" and that at the time an
intercontinental ballistic nuclear missile would have been capable of
hitting a target on the moon with an accuracy of within two miles.
Reiffel was approached by senior US Air Force officers in 1958, who asked
him to "fast-track" a project to investigate the visibility and effects of
a nuclear explosion on the moon. The top-secret Project A119, was entitled
"A Study of Lunar Research Flights."
"Had the project been made public there would have been an outcry," said
Reiffel.
Many Cold War documents are still classified in the US, but details of
Project A119 emerged after a biography of celebrated US scientist and
astronomer Carl Sagan was published there last year.
Sagan, who died in 1996, was famous for popularizing science in the US and
pioneering the study of potential life on other planets. At the Armour
Foundation in Chicago - now called the Illinois Institute of Technology
Research - he was hired by Reiffel to undertake mathematical modeling on
the expansion of an exploding dust cloud in the space around the moon.
This was key to calculating the visibility of such a cloud from the Earth.
At the time scientists still believed there might be microbial life on the
moon and Sagan had suggested a nuclear explosion might be used to detect
organisms.
Despite the highly classified nature of the work, Sagan's biographer, Keay
Davidson, discovered that he had disclosed details of it when he applied
for the prestigious Miller Institute graduate fellowship to Berkeley.
Yet, until today, the full nature of Project A119 has never been revealed.
Friends of Sagan believe he never would have willfully revealed classified
information, but Reiffel has come forward to put the historical record
straight.
Reiffel produced eight reports between May 1958 and January 1959 on the
feasibility of the plan, all of which were destroyed in 1987 by the
foundation. Reiffel would not discuss details of these reports, believing
they were still classified, but it was clear the conclusion was that the
explosion would have been visible from Earth
He does not know why the plans were scrapped, but said: "Thankfully, the
thinking changed. I am horrified that such a gesture to sway public
opinion was ever considered."

Air Passengers Face Involuntary Drug Tests on Their Tickets
Every person flying into Britain faces having their air tickets tested for
traces of drugs under ambitious plans being considered by Keith Hellawell,
the government's "drug tsar". The plan, which is certain to lead to
protests from civil liberties campaigners, follows research which showed
that 80% of the banknotes circulating in central London bore traces of
cocaine.
Hellawell is organizing trials of a British invention that in just a few
seconds will be able to check tickets for heroin, cocaine, cannabis or
ecstasy residue. The government has cleared the machine, known as a
boarding pass analyzer (BPA), to be set up at a British airport later this
year to test for traces of plastic explosives. It is already being used on
trial by the Canadian government and the Federal Aviation Administration
in America.
Under the planned drug-testing trial, passengers will be asked to put
their tickets through the device as they go through Customs.
Hellawell, whose plan has the backing of Pino Arlacchi, the United
Nations' drugs supremo, will tell ministers that anyone handling drugs can
expect residue to remain on their hands for anything from a few days, in
the case of heroin, to several weeks, when cannabis has been touched. He
wants to use the BPA machines to target couriers who have almost certainly
had to handle the
drugs they are smuggling.
The �200,000 machine, built by Mass-Spec Analytical, based in Bristol, can
detect 0.0000000001% of a gram of drugs at a rate of 1,200 tickets an
hour. It works by passing air across the ticket, collecting molecules. The
molecules are then blasted with electrons which break them up. Because
different substances' molecules break up in different ways, due to the
varying atomic weights, the collected matter can be measured to identify
each substance.
Joe Reevy, an executive at Mass-Spec, said: "The thing works on any
substance and you can put just about anything through it. We can alter the
settings to look for more residue or to ignore certain substances."
If the trials succeed, and ministers can be persuaded to back the plan,
new legislation would be needed to make it compulsory for all passengers.
However, experts warned last week that there could be a number of problems
attached to the idea. They pointed out potential legal difficulties under
European law and also warned that it could lead to a mass of extra work
for police and customs officers.
One drugs worker said: "If this goes ahead, then 80% of people flying home
from a club holiday on Ibiza are going to be getting arrested. It will be
bedlam." Nevertheless, Hellawell remains determined to try the machine as
he battles to stem the increasing flow of drugs into Britain.
He said last week: "We want to try it and see how it performs. It will
certainly have a deterrent effect because we could use it to test
everyone's tickets. I recognise there will be problems, but I want to see
how it operates in the field and then take it from there."
Hellawell, who spoke last week to senior British detectives and FBI
officers when he visited the National Criminal Intelligence Service's
annual conference in Edinburgh, added: "Our main target would be couriers
bringing drugs into Britain for profit."
If Hellawell, whose contract as drug tsar is coming up for renewal,
succeeds in getting his idea backed by the government, it would make
Britain the only country in the world to test arriving passengers randomly
for drugs.

- SPY VS. SPY DEPARTMENT -
Suits Shed Light on a Little-Known Florida Firm That Trains Agents for the
Feds

It's real life spy vs. spy, tucked away in a quiet northern section of
Broward County, Fla. Audio Intelligence Devices, a super-secret Coral
Springs, Fla., company that sells surveillance equipment and operates
secret agent training courses to law enforcement agencies worldwide --
including the FBI, CIA, Drug Enforcement Administration and the Internal
Revenue Service -- has gone to court claiming it's a victim of corporate
espionage.
In two civil cases, one of which recently was sealed by a judge, Audio
Intelligence accuses former company executives who now work for
competitors of swiping highly sensitive corporate trade secrets on their
way out the door.
Meanwhile, one of the executives accuses the company of illegally selling
spying equipment to the New York City Police Department. If the equipment
was used to gather evidence, the executive claims, the evidence may be
tainted.
Little is known about the company, Audio Intelligence, which has been
manufacturing and selling surveillance equipment to the government for
nearly three decades.
The company originally was operated by owner Jack Holcomb, a mysterious
businessman who ran the company out of offices at Fort Lauderdale
Executive Airport. Then, in 1992, Holcomb sold his business to a unit of
giant Westinghouse Electric. In January 1998, Delaware-based Audio
Intelligence was sold again. The seller was CBS, which earlier had merged
with Westinghouse.
Audio Intelligence is owned by privately held Liberty Associates
Management Group L.C., a holding company that in turn is owned by ex-Army
officer, Joseph Wortley, according to Wortley's business partner, William
R. Gates.
Gates recently served as president of Audio Intelligence, but now oversees
AID as managing member of Liberty Associates. He said he was a Naval
officer in the submarine program. He declined to give his former rank.
The company, with gross annual sales Gates said were $12 million to $15
million, is involved in a trade whose course work includes teaching police
officers and agents from around the nation up-to-the-minute lock-picking
techniques and covert entry skills.
Clients include unlikely agencies such as the Department of Housing and
Urban Development. Products include transmitters and "video surveillance
kits" disguised to look like briefcases, surge protectors, cigarettes,
billfolds, smoke alarms and tape measures.
(In an interview, Gates said the CIA is no longer a company client. Court
papers filed by the company last November, and now sealed, say the company
does work for the CIA.)
Helping the company maintain its low profile is the fact that the
surveillance devices sought by the government are so exotic that Audio
Intelligence often is the sole source of the supply. Federal rules allow
government buyers to use so-called "simplified acquisition procedures"
when making sole-source purchases � a practice that eliminates the need
to follow public bidding requirements.
But while little is known about the company, a dispute now taking place
could affect the company's ability to maintain some of that secrecy. In
addition, it raises questions about the propriety and legality of some of
the company's activity.
Charles W. Goforth, one of two former Audio Intelligence executives who've
been sued, says in court papers that he quit last September after learning
the company unlawfully sold about 60 spy transmitters to the New York City
Police Department.
Kim Douglas Sherman, Goforth's Fort Lauderdale attorney, said in court
papers that those electronic bugs weren't legal at the time because they
were not sanctioned by the Federal Communications Commission. If police
used the devices to make cases without getting approval, he said in a
brief interview, any evidence they produced would be tainted.
At the New York Police Department, spokesman Alan Krawitz said the
department is not aware of any problems with its devices. "But we would
not even comment about something like this, even if we were aware," he
said.
In the court documents, Goforth claims that when he objected to the sale,
the senior vice president of operations responded, "I like to live
dangerously."
Goforth, who's now president of his own surveillance device firm, Digital
Security Solutions Inc. of Pompano Beach, also says in court documents
that the company's chief operating officer told him the action was
approved despite the illegality.
Gates said there "was no basis" for Goforth's allegations and they were
untrue. He said Goforth, whom he accused of trying to swipe AID's
international business, was in charge of the department that handled those
kinds of sales.
The dispute with Goforth isn't the company's only battle with a former
employee. Audio Intelligence is involved in a civil case against the
former administrator of its National Intelligence Academy, a spy school
for law enforcement types.
Laurie Thurmond, who ran the academy from December 1997 until last May, is
accused by Audio Intelligence of breach of contract and violating
Florida's Trade Secrets Act. Thurmond now helps run the similar Law
Enforcement Technology Centre -- a division of a rival Coral Springs firm,
Innovative Surveillance Technology.
Audio Intelligence, in a complaint now sealed by Broward Circuit Judge
Jeffrey E. Streitfeld, alleges Thurmond stole the company's secrets --
including the names and address of its government customers and students
-- and gave them to her new bosses at Innovative Surveillance.
"In disseminating those names either by herself or through a third party,
[Thurmond] has or is attempting to destroy the credibility of [Audio
Intelligence] in maintaining the anonymity of the law enforcement officers
that are trained," say court papers filed by the company. "In so doing,
[Audio Intelligence] will lose its customers due to the impression that
[it] cannot protect the people that it trains."
The suit, similar to the one brought against Goforth, sought unspecified
damages and an injunction to halt the "misappropriation" of Audio
Intelligence's trade secrets.
Thurmond declined to comment for this story. Plantation, Fla., attorney
Robert D. Klausner, who represents Thurmond, was unavailable for comment.
An attorney in his office, Adam Levinson, would not comment. Gates and
AID's Boca Raton lawyer, Carol A. Kartagener, also declined to comment on
the Thurmond suit.
Ira Libanoff, a Fort Lauderdale lawyer who represents Innovative
Surveillance, indicated he'd like to talk, but said he was "prevented"
from doing so by the seal order imposed at the company's request.
