Air Force: "Warm and Fuzzy" Training takes precedence over Operations Security

As a security professional in the Air Force, my job basically entails
handling classified materials and storage thereof. I am also responsible for
personnel security clearances within our section; I get all the guys that are
due for re-investigations and the like.

At my level, it doesn't get any lower. Over the last few years I have noticed
the awareness of our service members and adherence to security measures have
been steadily dropping. The only folks now that are in any way keenly aware
of what is required to protect classified information are the folks who are
responsible for doing it on a regular basis (by job title), when it should be
everyone's job to protect this information.

I firmly believe that my fellow airmen have lost track because we don't offer
the training and more importantly, more time is spent training our members in
how to be "sensitive". In fact, an EO 2000 briefing is typically 8 hrs in
length. A security brief is about 15 minutes. Its no surprise no one cares
let alone knows about protecting our information assets and sources when they
are busy having to learn new terms like "Airperson" or "Airwoman" instead of
the proper terminology "Airman".

Until we address and act on changing our priorities in the arena, we might as
well just give our secrets away. Very few are protecting them anyhow and the
administration is giving them out in large containers.

Our executive leadership has corrupted our military leaders and has made them
a bunch of blithering idiots. These folks have no idea of what OPSEC is, let
alone what it stands for but they can quote the latest social actions message
and what we need to do in order to make our force more diverse.

A lot of these folks will also be quick to punish a violation of a social
action violation as opposed to punishing someone for a security violation
because they consider it to be a "non-issue". Most of our commanders wouldn't
know a security violation if it came up and kicked them in the crotch. If it
weren't for some of dedicated NCO's in the field plugging up the holes in the
dam, we'd have nothing left.

Our leaders, including the military leaders, need to grow a pair, pull their
tails out from between their legs and LEAD. At least that's what I think they
should be doing instead of pandering to the political pressure the likes of
GLAAD, PETA, EPA, NAACP and NOW. Somehow I doubt a single person from any of
those organizations will be willing to pick up a rifle, hop in a plane and go
of to a far away land to protect some of these so-called "Civil Rights" they
are always complaining about.

The majority of us soldiers are tired, fed up and concerned about where
everything is going. We do the job not for the money but because it's our
RESPONSIBILITY to our country that obligates us to service, we have PROUDLY
accepted this honor. We need our leadership to step up to the plate and do
what is RIGHT for the military. I'll be applying for my commission soon
because I'm tired of waiting for someone to lead us and I will take on that
challenge. How many more of my fellow soldiers will follow me?

The soldiers in my unit expend, on average, 49 rounds of 5.56 ammo per year.
6-9 rounds on the zero range and 40 on the qualification range. Of course,
expert-level is attained by only a few.

I realize that telling you about how this is inadequate is like "preaching to
the choir." Best-trained, best-equipped, most-powerful fighting force in the
history of the world?" It's laughable- except to those of us in combat-arms.
It's sad!

C. Pay Raise already Cancelled!

D. Justice for Whistle Blowers?

A disgusted airman sends...(maybe someone ought to look into this)

What happens when you blow the whistle on a certain AirNG Unit in Phoenix
Arizona that has:

Caught an officer embezzling funds from enlisted club! Promoted a LTC to full
Col after career ending photos surfaced! Allowed a Security Forces commander
to take vehicles from his security troops and replace them with golf carts
(cover and concealment?)

Allows and condones affairs among enlisted female troops and officer. Covers
up a "hard landing" that caused over a million dollars damage to the main
landing gear piloted by unit commander who was non-current at time. (note
logs were confiscated from wing command post)

The airman gets terminated...and what happened to this unit: NADA, zip,
nothing...

Let's see if I understand this correctly. SECDEF Bill Cohen said:

"We promised retirees and their families that they would have free health
care for the rest of their lives, That's not something written into law, it's
not a legal obligation, but it's a moral obligation, and we intend to keep
that obligation." - SECDEF Cohen, ABOARD THE USS JOHN C. STENNIS, Arabian
Sea, April 7, 2000

On 7 August he wrote the Chairmen of the House and Senate Armed Services
Committees and said, "The Administration supports further improvements in
military health care, but is concerned that more work is needed on these
proposals before deciding which, if any, should be pursued and how to fund
those without hurting our overall health care operations or other defense
priorities. I urge the Congress to proceed with caution and refrain from
mandating new unfunded benefits."

This was less than two weeks after his boss at the White House said they
wanted to put huge dollars into Defense and military health care - but
starting in 2002. Why the 40% cut in force over the past 8 years, then?

Gore and his Campaign say everything's fine with the military. Then, why
would Gore's boss just say he needed to put dollars into it?

GW Bush and his gang say "Help is on the way" because the military is a mess.
DOD takes the Gore position.

Meanwhile, conferees on the Defense FY 2001 Authorization Bill look like
they'll cut puny improvements for military retirees this year, but leave some
TRICARE help in for active duty personnel.

At the same time, GAO is saying that TRICARE Contractors responsible for
TRICARE scheduling operations are being short-circuited by DOD military
treatment facilities (MTFs). In four regions where TRICARE contractors have
primary appointment-making responsibilities, only one-quarter of the
appointments made were actually processed by contractors in November 1999.
GAO suggests the contracting services are not trusted by the MTFs, and that
physicians and MTF staffs are reluctant to relinquish their control over
appointments. In GAO's opinion, until DOD simplifies the process and requires
changes, "what was meant to be a simplified, more user-friendly appointment
process is now a complex and confusing process in which beneficiaries are
unsure whether to call the contractor or the MTF to schedule appointments."

The FY 2001 Defense Appropriations Act was finally signed, paving the way for
a 3.7 percent pay raise for service members Jan. 1. The budget of $288
billion is an increase of $18 billion over fiscal 2000 and about $3.5 billion
more than the president requested.

The act also provides money for DoD to begin eliminating out-of-pocket
housing costs.

The Defense Health Program is funded at $12.1 billion more than the current
$16 Billion. That share includes money Congress added to support changes to
the military pharmacy benefit. Members of Congress said the legislation also
would provide a blueprint for implementing permanent health care for retirees.

On the surface this is all good news, but will the new money bring a change
in "quality of life?" Pay raises are nice. I like them a lot, but with the
price of gasoline and the closures of MTFs, PXs and commissaries, military
families are spending a lot more time and gas finding what they need to
survive. Those so-called benefits are getting few and far between and many
are now surviving on the "economy" unless they're at the biggest and best of
our bases. Tell me what this pay raise means to you! My E-dress is above.

The following notice was posted in the San Francisco VA Hospital:

"INTERPRETERS We are updating our list of volunteer language interpreters. If
you wish to be included, please email (name omitted) and include your
language(s) with any questions you may have. We especially need people who
speak Russian or any other Eastern European dialects."

DVA has not responded to our request for info. How about you Vets and
Retirees out there checking your VA Hospital Bulletin Boards and telling us
what you can find?

Let me end on a happy note. With all the bad news about Sick Call a couple of
weeks ago, one correspondent took the time to single out someone with the
right attitude. CPT Ray Kelley, Flight Surgeon, 4/123rd Avn Regt, Ft
Wainwright, AK, was cited as one of those bright faces the troops can count
on to take an extra few steps for them. Salute to: CPT/DR. Kelley, from SFTT!
There's no certificate, no plaque. A troop just told us he "actually leaves
his tent" to help them. That's good enough for us who still remember the Docs
and other 'circuit riders' of years past who made a difference at our
toughest remote locations, and brought health care TO US.

ZABITOSKY, FRED WILLIAM

Rank and organization: Sergeant First Class (then S/Sgt.), U.S. Army, 5th
Special Forces Group, (Airborne). Place and date: Republic of Vietnam, 19
February 1968. Entered service at: Trenton, N.J. Born: 27 October 1942,
Trenton, N.J.

Citation: For conspicuous gallantry and intrepidity in action at the risk of
his life above and beyond the call of duty. SFC. Zabitosky, U.S. Army
distinguished himself while serving as an assistant team leader of a 9-man
Special Forces long-range reconnaissance patrol. SFC. Zabitosky's patrol was
operating deep within enemy-controlled territory when they were attacked by a
numerically superior North Vietnamese Army unit.

SFC. Zabitosky rallied his team members, deployed them into defensive
positions, and, exposing himself to concentrated enemy automatic weapons
fire, directed their return fire. Realizing the gravity of the situation,
SFC. Zabitosky ordered his patrol to move to a landing zone for helicopter
extraction while he covered their withdrawal with rifle fire and grenades.
Rejoining the patrol under increasing enemy pressure, he positioned each man
in a tight perimeter defense and continually moved from man to man,
encouraging them and controlling their defensive fire.

Mainly due to his example, the outnumbered patrol maintained its precarious
position until the arrival of tactical air support and a helicopter
extraction team. As the rescue helicopters arrived, the determined North
Vietnamese pressed their attack. SFC. Zabitosky repeatedly exposed himself to
their fire to adjust suppressive helicopter gunship fire around the landing
zone. After boarding one of the rescue helicopters, he positioned himself in
the door delivering fire on the enemy as the ship took off.

The helicopter was engulfed in a hail of bullets and SFC. Zabitosky was
thrown from the craft as it spun out of control and crashed. Recovering
consciousness, he ignored his extremely painful injuries and moved to the
flaming wreckage. Heedless of the danger of exploding ordnance and fuel, he
pulled the severely wounded pilot from the searing blaze and made repeated
attempts to rescue his patrol members but was driven back by the intense
heat. Despite his serious burns and crushed ribs, he carried and dragged the
unconscious pilot through a curtain of enemy fire to within 10 feet of a
hovering rescue helicopter before collapsing. SFC. Zabitosky's extraordinary
heroism and devotion to duty were in keeping with the highest traditions of
the military service and reflect great credit upon himself, his unit, and the
U.S. Army.
