Until Ronald Reagan decided that these folks should not be supported by the
state or allowed to stay in state institutions, the majority were not
homeless. They were not always treated as I might wish, but then they don't
do better on the street. If the conditions from which they suffer are caused
by "Mind Control" or some other factor is not particularly important. They
need shelters and care. Of course that's all going to be handled by the
