Let me refocus the question for your benefit:
"If there is to be an organized program to reduce the human population of
planet earth by reducing the breeding rate of populations, does it matter
which populations have their breeding rates reduced?"
E. g. Shall the authorities allow some populations to have higher breeding
rates than others, or shall the authorities manage all populations so as
to achieve the same breeding rates?
