I agree, but the statement I was referring to was

The truth is if you get some wild ditchweed weed seeds which escaped from hemp
fields in when it was legal to grow hemp for fiber, it will not get you high no matter 
what
the growing conditions.

Of course no sane individual  would do that when there are high THC varieties to start
with. And using genetic engineering to make desirable characteristics even more
strongly expressed, such as total canabinoid levels and other aromatic compounds,
you could probably produce weed so potent that one toke would kill you or at least
severely incapacitate the typical individual. The military is probably already working 
on
it. They just spray a mist and everyone says 'Hey dude that music sounds cool, and
then just goes to sleep.' It would work great with mind control emf, etc.

If as you latter suggest, you breed over many many generations, you might get a really
high THC variety if you are lucky and live long enough or are very persistant or 
skillful.

In the mean time, get better seeds.  :)
