Your AOR Deployment

GENERAL ORDER NUMBER 1

G.O. #1 is based upon Islamic law and Arabic customs that prohibit or
restrict certain activities which are generally permissible in
western societies. Restrictions on these activities are essential to
preserving good relations with the host nation. These restrictions
apply to all personnel assigned in USCENTAF's AOR.

Violation of G.O. #1 may result in punishment under UCMJ, Article 92.

The following activities are prohibited:

1. Purchase, possession, use or sale of privately owned firearms,
ammunition, explosives, or the introduction of these items into the
USCENTAF AOR.

2. Entrance into a mosque or other site of Islamic religious significance by non 
Moslems unless directed to do so by military authorities or required by military 
necessity.

3. Introduction, possession, use, sale, transfer, manufacture or consumption of any 
alcoholic beverage. The prohibition against possession, use, and consumption of 
alcoholic beverages is waived for all areas in the USCENT
AF AOR except Saudi Arabia and Kuwait. In other words, you may possess, use, and 
consume alcoholic beverages in Bahrain. However, you may not do so on base.

4. Introduction, possession, transfer, sale, creation or display of any pornographic 
photograph, videotape, movie, drawing, book or magazine or similar representations. 
For purposes of this order, "pornographic" means any
 medium which displays human genitalia, uncovered women's breasts or any human sexual 
act. It is intended to include not only "obscene items", but items of "art" which 
display human genitalia, uncovered women's breasts or
 any human sexual act.

5. The introduction, possession, transfer, sale, creation or display of any sexually 
explicit photograph, videotape, movie, drawing, book or magazine. For purposes of this 
order, "sexually explicit" means any medium displ
aying the human anatomy in any unclothed or semi clothed manner and which displays 
portions of the human torso (i.e., the area below the neck, above the knees and inside 
the shoulder). By way of example, but not limitatio
n, are body building magazines, swim-suit editions of periodicals, lingerie or 
underwear advertisements and catalogues, as well as visual media which imply but do 
not directly show human genitalia, women's breasts, or hum
an sexual acts.

6. Gambling of any kind, including sports pools, lotteries and raffles.

7. Removing, possessing, selling, defacing or destroying archaeological artifacts or 
national treasures.

8. Selling, bartering or exchanging any currency other than at the official 
host-nation exchange rate.

All persons have the duty to become familiar with and respect the laws, regulations, 
and customs of the host nation insofar as they do not interfere with the execution of 
normal duties.

DO'S AND DON'TS

DO's

DO shake hands with everyone present when arriving and leaving. Handshakes between men 
are soft and gentle, not a test of strength. They are not firm, but neither are they 
weak.

DO sit properly in chairs; keep your feet on the floor and remain relatively still. 
Body language could be misinterpreted.

DO treat our hosts as you would want to be treated. Never refuse a gift from an Arab 
even if regulations require turning it in. Exchanging gifts is preferable, but not 
necessary.

DO return hospitality. Hospitality is extended regardless of personal cost and is 
expected to be returned. It is considered good manners to decline a host's offer of 
food or drink and then accept after he has "insisted."

DO show respect for elders by standing when they enter the room.

DO try to use Arabic phrases in encounters with our hosts. It is usually appreciated 
as it shows an appreciation of the culture.

DON'Ts

DO NOT make the "Ugly American" a reality. Don't be too generous, too smart, or too 
arrogant.

DO NOT wear revealing or excessively tight clothing.

DO NOT talk politics or religion with your Arab hosts.

DO NOT try to change the Arab culture. It has existed much longer than our own.

DO NOT, if you are male, show any type of interest in Arab women, including female 
family members. Do not try to date Arab women. Do not photograph or stare at Arab 
women.

DO NOT demonstrate affection for a spouse or friend of the opposite sex when in 
public. This type of behavior is considered unacceptable, even in its simplest forms.

DO NOT smoke unless you are prepared to offer a cigarette to everyone with you. It is 
considered impolite not to offer. Conversely, do not ask an Arab not to smoke.

DO NOT attempt to shake hands with a woman. She must initiate the handshake, and when 
shaking hands, she uses only her fingertips, without touching the palm of the hand.

DO NOT slouch, slide around, or wiggle in chairs. Sit properly, as your body language 
could be misinterpreted.

DO NOT point the bottom of your feet to face a person. It is a terrible insult and 
extremely offensive. Sit properly, with both feet on the ground.

DO NOT point your finger or other objects at someone while speaking. Use of the finger 
to call someone gives the impression that the status of that person is so low that a 
mere finger will beckon him to you. Only animals
are treated this way. As a general rule, never point in a person's face, or at someone 
with your fingers.

DO NOT offer anything with the left hand. It is used by the Arabs after using the 
toilet, and is considered bad manners to eat with it, offer anything with it, or touch 
someone with it.

DO NOT appear to be in a hurry when dealing with Arabs. Time in the Arab world is less 
rigidly scheduled than in the West.

DO NOT voluntarily get involved with social incidents or accidents, or act as an 
arbitrator between Arabs.

DO NOT correct Arabs in public. Embarrassment is very painful and shame could create 
an enemy for life.

DO NOT openly admire Arab's possessions. He may feel obligated to observe an old 
custom of giving it to you.

DO NOT openly refuse a favor asked of you. Respond in a positive manner, saying, "I'll 
do what I can," "I'll let you know," or something similar. Blunt refusals are 
considered rude and impolite.

DO NOT use the "OK" hand gesture in the Middle East. It is considered to symbolize the 
sign of the evil eye.

DO NOT offer a Muslim pork of any kind as it is expressly forbidden by their religion.

CIVILIAN DRESS IN THE AOR

Male

1. Must wear collared shirts with sleeves

2. Shorts are not allowed - must wear long pants unless actually engaged in PT on the 
installation (shorts are only allowed in the dorm and PT areas)

3. Upper arms and shoulders must be covered at all times

4. May not wear traditional host nation attire in public

5. May not wear t-shirts (or things that look like t-shirts) unless actually engaged 
in physical training on the installation

6. May not wear clothing with any patriotic, obscene, vulgar, or sexual slogans. Best 
rule here is to have NO writing on shirts. This applies to t-shirts and regular shirts.

7. Tank tops are not allowed - even when engaging in PT

Female

1. Women's clothing must be loose and concealing. In other words, not tight or 
revealing. Women must not wear open collared shirts (must be covered from the neck 
down).

2. Skirts must be below the knee

3. Slacks must be loose fitting and concealing

4. Shorts are not allowed - Must wear long pants unless actually engaged in PT on the 
installation (shorts are allowed only in dorm or PT areas)

5. Upper arms and shoulders must be covered at all times

6. May not wear traditional host nation attire in public

7. May not wear t-shirts (or things that look like t-shirts) unless
actually engaged in physical training on the installation

8. May not wear clothing with any patriotic, obscene, vulgar, or
