They are definitely going to have some sort of memorial at the site, the question is just what form such a memorial will take, and how large it will be; some people feel the whole 16 acres should be turned into a memorial park, but it's unlikely that so much acreage in the middle of prime lower-Manhattan real estate will be devoted to non-commercial use... I think another WTC should be built there, of course without such large towers which would just become another target; and in the middle of it should be a couple of acres made into a memorial park...the two lights representing the two destroyed towers is an okay idea, but the rest of the design should be zen-like, just trees and plants and fountains and seats where people can meditate.
