The same sources that say there were messages also say the fbi was warned as soon as they realized it wasn’t just some random crazy making a threat.
Seeing as the text of these messages have not been released, we do not know what they knew or didn’t know, which I think needs to be answered before the “how”. If all the message said was “there will be an attack against America soon” there isn't much in of there. If the message said there will be an attack in 2 hours in New York – then questions need to be asked.
As to who benefited most I would say it is right wing elements in this country, and their backers, the oil companies, who have benefited the most. But being able to capitalize on a situation is not the same as authoring it. While I think George Bush and those who wanted to clamp down on constitutional freedom in America benefited, I don’t think they were behind the attacks. I feel much the same towards Israel. These are power players to be sure, and you only get in that position w/ the ability to seize opportunity.
