Dear Representative Gephardt;
Thank you for attending the June 11th rally in Upper Senate Park for the
family members of the 9/11 victims who are petitioning Congress for
passage of S. 1867 and Hr 4777. We appreciated the words that you and
other members of Congress spoke about the need for a "Blue Ribbon"
commission.
.
We are writing you so that you will be aware of a long-awaited French
book, Forbidden Truth, which will finally be published next month in the
United States. The release of this book will fundamentally alter the
course of events regarding the public's perception of September 11,
2001.
.
The American people and the survivors of that tragedy are extremely
eager to read and learn about that the events that surround 9/11, and
this book will begin to fill the information void that currently exists
with respect to that awful day. By late summer we predict this book will
become a best seller. However, the research presented in this book has
been suppressed in the U.S. media, and the People will find it very
disconcerting, in fact they will be outraged at the revelations. (Please
see enclosed)

Americans will soon learn the dates, names, and places of all those
involved in pursuing high-risk negotiations regarding a Caspian Sea
Pipeline with representatives of the Taliban regime and Pakistan
government. These negotiations took place from February 2001 thru August
2, 2001.
.
Despite FBI field agents who were diligently "connecting the dots" on
Al-Qaida, the FBI HQ had become a virtual "black hole" for
investigations regarding Islamic terrorism.
.
Unlike the preceding years, no FISA warrants were approved by the DOJ
during this crucial period. This was not by accident or the result of
the so-called intelligence "bureaucracy;" it was a the tragic
intelligence policy at the behest of the Bush administration.
.
The People will soon realize that 9/11 was not an intelligence failure
as reported by the U.S. media, but it was a foreign policy failure of
truly epic proportions. Only an informed American can be a patriotic
American, and we demand the truth regarding the following:
.
1) In public testimony under oath this question must be answered:
.
"Who initiated the intelligence block to the FBI's Radical
Fundamentalist Unit while the State Department pursued high-risk
negotiations regarding a Caspian Sea Gas Pipeline?"
.
The American people will demand to know exactly who in early 2001
ordered the FBI HQ to "stand down" from investigating Islamic terrorism
while these negotiations were taking place.
.
Continued attempts to deflect blame to the "intelligence bureaucracy"
will give way to disclosures of whatever secrets lay within the
Bush/Cheney administration. After reading Forbidden Truth, it is
self-evident that FBI Agents O'Neill, Rowley, Williams and others were
intentionally thwarted from performing their duties during 2001.

Once the family members of the 9/11 victims read this book it will
create a massive ground swell for the National Commission.
.
The People will demand public testimony from all of the following

2) According to a 1998 memo written by Al-Qaida military chief Mohammed
Atef ("Abu Hafs"), the leadership of Al-Qaida was intimately familiar
with the pipeline negotiations that were taking place during 1997-1998
between the Taliban and Unocal.
.
These pipeline negotiations failed after the East African Embassy
bombings and subsequent cruise missile attacks against Bin Laden in
August 1998. However, these negotiations were resurrected with vigor by
the Bush administration in early 2001.
.
Presumably Bin Laden would have been aware of these new negotiations. Do
any intelligence reports indicate that Bin Laden may have become
cognizant of the intelligence block that was initiated during these
negotiations, thus allowing Al-Qaida to exploit this opportunity to
carry out the 9/11 attacks?
.
3) What was Enron's role during the pipeline negotiations relative to
their power plant in Dabhol, India? During the course of their meetings
in early 2001 did Ken Lay ask Vice President Cheney to pursue these
negotiations regarding a Caspian Sea Pipeline?
.
Independent research indicates that such a pipeline would ultimately
facilitate Enron's desperate need to obtain a source of cheap Liquefied
Natural Gas for their floundering facility in India.
.
During the course of last year's negotiations did representatives of the
United States threaten military action against the Taliban in July or
August?
.
What exactly did Tom Simmons, Karl Inderfurth, Lee Coldren and Christina
Rocca tell the Taliban and Pakistan representatives during these
meetings?
.
Did the United States evaluate the possibility of Osama's reaction to
these threats and was this information on to any intelligence agencies?
.
4) Based on the plethora of foreign intelligence warnings throughout the
summer of 2001 from Egypt, Jordan, England, Germany, Italy, France,
Russia and Israel regarding an imminent terrorist attack against
airports and symbolic structures in the U.S., why was heightened airport
security not ordered by this administration in July or August 2001?
.
��(Similar to what was implemented during 1991's Desert
Shield/Desert Storm). The evidence is irrefutable that both our
intelligence community and the White House were fully cognizant of
numerous urgent, clear and credible threats to domestic air traffic in
the summer of 2001.
.
John Ashcroft was warned by the FBI and took appropriate steps in July
2001 by chartering private aircraft.
.
In 1999 a total of 886 FISAs warrants were requested and approved, in
2000 a total of 1005 FISAs were requested and approved. No FISAs were
denied in either of those years.
.
Regrettably, Attorney General Ashcroft did not approve a _single FISA_
warrant from January thru September 10th 2001, despite the above
intelligence warnings and requests from FBI field agents.
.
Furthermore, information gathered from eyewitnesses and the mainstream
media contain enough factual evidence to clearly show that some elements
of this government realized that September 11th was going to be the "Big
Day."
.
High-level Pentagon officials canceled travel plans on the 10th because
of security concerns, and President Bush appears to have known what was
happening in New York at 8:53 am on the morning of 9/11, yet his
continued scripted remarks about his morning in Florida do not match the
reports of eyewitnesses or the facts.
.
Why did NORAD/FAA not follow its protocols that morning?
.
This negligence and deceit will not stand. We demand a public
investigation.
When the above evidence is compiled and analyzed with respect to the
information exposed in the book Forbidden Truth, it becomes obvious that
this administration's portrayal of the events surrounding 9/11 is
fraudulent.
.
Although some may wish to dismiss what we have presented as a
"conspiracy theory" based on conjecture, what we are proffering is the
only logical explanation that can reconcile all of the available facts.
.
As such the American People demand an answer to the following
fundamental question:
.
Following the failed negotiations with the Taliban, did this
administration make a tactical decision in or around August 2001 that
for whatever reasons they would not be able to stop Osama's impending
attack utilizing hijacked U.S. commercial airplanes?
.
Or did the failed negotiations and threats delivered to the Taliban on
August 3rd regarding a Caspian Sea pipeline in conjunction with the
earlier intelligence block initiated by this administration provide the
necessary provocation for Osama bin Laden to activate a pre-emptive
strike against the U.S. with well-trained Al-Qaida terrorists?
.
Additionally, it appears that our military was pre-positioning itself
for a strike on Afghanistan before 9/11.
.
Was the President waiting for a "spark" to create the requisite public
support to implement an overt military intervention in Afghanistan in
the fall of 2001?
.
In essence, did this administration employ a strategy of "allow the
first attack through but stop the rest'?
.
Obviously such a deplorable decision tragically underestimated the
eventual catastrophic civilian losses and collateral damage. They may
have anticipated only a "spark", but what we received in that first
attack was much more effective than anyone had ever imagined, including
Osama bin Laden himself.
.
Even though this administration may refuse to answer this specific
question, we are confident history itself will eventually affirm or
refute this issue. We have reached the only rational conclusion that
properly reconciles all of the information that surrounds the events of
September 11, 2001.
.
We will not alter this conclusion unless further information that, for
whatever reasons, realigns the evidentiary equation. Otherwise, We will
modify and adapt our conclusions should anyone present us with a more
valid explanation that takes ALL of the evidence into account.
.
With a heavy heart and great reluctance, the preponderance of the
evidence without question indicates either grotesque negligence or
treasonous malfeasance insofar as what we know of government operations,
what we understand from the available information, and what is
accessible in the public domain.
.
The American people will slowly but ultimately realize that this
administration made a dreadful error in judgment by pulling down our
guard against terrorism, and they will eventually be called to task for
this by the American people and by history itself.
.
We realize this administration may issue more "terror alerts" and
continue their tactics of intimidation in an attempt to thwart the
People's demand for a public inquiry, but they will not be able refute
the damning revelations in the book Forbidden Truth, nor will they be
able to withstand the inevitable scrutiny of history.
.
Although it appears that we have been subjected to a massive fa�ade
since that tragic day in September, we can find some comfort in the
immortal words of Jefferson; Lincoln, Roosevelt and others in times of
national crisis.
.
Despite the immense pain and disappointment this will bring upon us, we
are fully confident that the American People can handle of the truth
behind the events that facilitated the 9/11 attacks. In the words of
Winston Churchill, this book may very well mark the "beginning of the
beginning of the end" of the fa�ade that surrounds the events of
September 11, 2001.

We sincerely hope it will dispel with the massive deceit and hypocrisy,
and usher in a new beginning of integrity, transparency and
accountability within our government and our elected officials.

We hope and pray you will fight for the People and demand the only
viable remedy to preserve the integrity of our nation - the creation of
a National Commission. Thank you. God bless America.
