Do any of the wiki packages offer a "moderation" feature?

One of the nice features of most mailing list packages is the ability to prevent spam to the list via moderation:

 1) new members are required to register
 2) new members posts are moderated by default

In this way only the moderators see all the spam and can immediately stop spammers from sending/receiving more posts. So far, this policy works very well for the cwelug mailing list.

Do any of the wiki packages have such a mechanism to enforce such a policy? I ask because wiki spammers are getting more and more clever about how they post spam. For example, the most recent spammer put only a little spam on a page, but lots in the summary text box via the edit page. The result is that all this spammers links appear in RSS feeds of Recent Changes. See:

Currently, I'm using a banlist based on IP addresses, but that has been only marginally effective. The moderation policy is just one possibility. Anyone have better ideas?
